Description / Scope of Work
Pakistan International Airlines invites sealed bids from eligible 2, 3, and 4-star hotel service providers for the provision of hotel layover services to accommodate PIA transit, diverted, and delayed flight passengers at Jinnah International Airport, Karachi, Sindh. This three-year contract is further extendable upon mutual consent following successful completion of the agreement. The service scope covers accommodation arrangements for passengers affected by flight delays, diversions, or transit requirements at the airport. PIACL seeks quality hotel partners registered with the Federal Board of Revenue's Active Taxpayers List and having valid Income Tax and Sales Tax registrations to deliver reliable passenger care services.
Eligible bidders must be registered hotels with proper tax compliance documentation. All bids must be accompanied by a non-refundable tender fee of PKR 15,000 submitted through a pay order in the name of PIACL, along with bid security of PKR 100,000 as an interest-free refundable deposit valid for 180 days from tender opening. Successful bidders will be required to provide an additional performance guarantee of PKR 200,000 prior to contract signing. Manual bid submission without E-PADS registration is not permitted. All tenders must include the original pay order for tender fee and bid security with hard copies of bid documents.
Bidding documents are available electronically from the PIA website at www.piac.com.pk, PPRA website at www.ppra.org.pk, and PPRA E-PADS portal at https://eprocure.gov.pk. Bidders must register on E-PADS to access tender documents and submit electronic bids. Sealed bids must be submitted through E-PADS on or before 04 June 2026 at 1100 hours PST, with hard copies sent via registered A/D mail to the Station Manager at Jinnah International Airport, Karachi.
