Description / Scope of Work
The Communication and Works Highway Division, Government of Khyber Pakhtunkhwa invites electronic bids from eligible firms and contractors under the KPPRA Procurement Rules 2014 (amended up to 10 May 2022) for infrastructure development projects. Two works are on offer under this single-stage single-envelope procurement notice: Protection Wall and Repair of Main Nika Pani Road and PCC Road Shuhada with an estimated cost of Rs. 18.700 million and tender fee of Rs. 5610, and PCC Street Maira Amjid Ali and PCC Street Banda Lal Khan with an estimated cost of Rs. 4.000 million and tender fee of Rs. 1200. Both projects are located in Khyber Pakhtunkhwa province and will be executed as per work order provision from tobacco cess funding. The projects aim to improve critical road infrastructure and public safety through wall construction and repair works.
Eligible bidders must be registered with Khyber Pakhtunkhwa Revenue Authority under the Finance Act 2013 and comply with relevant KPPRA guidelines. Bid security requirements vary by project: contractors quoting up to 10% below engineer estimate must submit 2% bid security of estimated cost; those bidding 10% to 20% below must provide additional 8% security on top of the 2% base security; bids exceeding 20% below estimate require additional security equal to the differential amount plus detailed rate analysis. All bid security documentation including CDR details and bank information must be submitted electronically through the EPADS system at the time of bid submission. Incomplete or non-responsive bids lacking required security will be rejected without forfeiture consideration.
Bid solicitation documents and detailed instructions to bidders are available for free download from the C&W Department website (www.cwd.gkp.pk) and KPPRA website (www.kppra.gov.pk) on any working day before 12 June 2026. Electronic bids must be submitted through the EPADS portal by 12:00 PM on 8 June 2026, with financial bid opening scheduled for 12:30 PM the same day at the office of the Executive Engineer, C&W Highway Division Mansehra. Tender validity period is ninety days from bid submission, and successful bidders must sign the agreement with the department within twenty-eight days of bid acceptance. The procurement entity reserves the right to reject any or all bids for valid reasons.
