Description / Scope of Work
The Communication and Works Highway Division Mardan, Government of Khyber Pakhtunkhwa invites electronic bids from eligible firms and contractors for two significant civil works projects in Mardan District under the Annual Development Programme 2025-26. The first work involves construction and rehabilitation of roads and bridges at multiple locations including Khazana Dheri Shiekh, Yousaf, Chamtar, Cham, Hoti, Ghalladher, Mohabbat Abad, Mani Khela, Bicket Gunj 3, and Rorya 3 Shamat Pur in District Mardan with an estimated cost of Rs 10,08,7000 and engineer's estimate for bid security of Rs 148,500. The second work comprises construction and rehabilitation of roads and bridges along the route from Main Charguli road to Kaniza Daggar road UC Jungaro District Mardan with an engineer's estimate of Rs 62,500 and bid security requirement of Rs 850. Both projects are to be completed as per work order timelines.
All bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority under the Finance Act 2013. Bid security shall be submitted electronically in the form of a CDR with complete bank details and dates. For bids quoting up to 10 percent below Engineer's Estimate, bid security of 2 percent is required. Contractors quoting between 10 and 20 percent below shall submit 2 percent bid security plus 8 percent additional security of the engineer's estimated cost. Bids exceeding 20 percent below must include detailed rate analysis and additional security equivalent to the differential amount below the engineer's estimate. Non-compliance with security requirements will result in rejection as non-responsive.
Bidding documents are obtainable from the procuring entity upon submission of a printing fee of Rs 5,000 during working hours. The tender will be processed through the KPPRA website via the E-PADS System. The pre-bid meeting is scheduled for 2 June 2026 at the office of the Executive Engineer C&W Highway Division Mall Road Mardan. Financial bids will be opened on 4 June 2026 at 12:30 pm. Interested contractors must submit all bids electronically via E-PADS in single stage single envelope procedure.
