Description / Scope of Work
Pakistan Railways, Rawalpindi Division invites bids for special repairs to four railway bridges across multiple sections in Punjab. The work comprises repairs to bridge No. 681 (4x8 feet) at km 27/13-14 on the Lalamusa-Rawalpindi Section, bridge No. 20 (3x20 feet) at km 7/1-2 on the Sargodha-Malakwal Section, bridge No. 203 (5x20 feet) at km 209/2-3 on the Malakwal-Sargodha section, and bridge No. 695 (3x32 feet and 4x40 feet) at km 13/10-11 on the Lalamusa-Malakwal section. The estimated project cost is Rs. 21,303,334 with a completion period of three months. The bidding shall be based on the Pakistan Railways Composite Schedule of Rates 2016 (RCSR-2016) for the Rawalpindi Division and through rate items.
Eligible contractors must be approved by Government Departments or registered with Pakistan Engineering Council (PEC) in category C-6 or above with relevant specialization code for civil works. All participating contractors must be registered with the Income Tax Department and appear on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR). Bid security of Rs. 426,069 must be submitted in the form of a Call Deposit Receipt or Bank Guarantee as specified in the bidding documents.
E-Bidding documents are available on the e-Pak Acquisition and Disposal System (ePADS) at https://epads.gov.pk/opportunities/federalprocurements/5518. Bidders must register on ePADS v2.0 to participate. Electronic bids prepared according to bidding document instructions must be submitted through ePADS v2.0 on or before Monday, August 17, 2026 at 12:00 PM. E-bids will be opened on the same day at 12:30 PM using ePADS v2.0 via Single Stage-Two Envelope format adopting Least Cost Based Selection (LCBS) Technique in accordance with Public Procurement Rules 2004. The Railway administration reserves the right to reject all bids at any time prior to bid acceptance.
