Description / Scope of Work
The Hyderabad Electric Supply Company (HESCO) invites sealed bids for the supply and installation of 8,600 Asset Performance Management System (APMS) units on distribution transformers of 200KVA (3,500 units) and 100kVA (5,100 units) ratings within HESCO's jurisdiction in Sindh province. This procurement is financed by the World Bank under the Electricity Distribution Efficiency Improvement Project (EDEIP) and is being conducted through international competitive bidding as per World Bank Procurement Regulations for IPF Borrowers dated November 2020. The project aims to enhance distribution efficiency through systematic asset performance monitoring and control mechanisms across HESCO's operational area in Hyderabad and surrounding regions.
Eligible bidders must meet the criteria defined in World Bank Procurement Regulations. All bids must be accompanied by bid security of US$155,000 (One Hundred and Fifty-Five Thousand US Dollars) or PKR 44,000,000 (Forty-Four Million Pakistani Rupees). Bidders are required to disclose beneficial ownership information as per Procurement Regulations, and this disclosure must be submitted using the Beneficial Ownership Disclosure Form included in the bidding documents. The bidding process will follow a two-envelope procedure with separate technical and financial evaluations.
Bidding documents in English are available free of cost from HESCO's website at https://www.hesco.gov.pk or may be obtained in person at the office of the Chief Engineer (Development), PMU HESCO, Bungalow A-1 HESCO Colony Hussainabad, Hyderabad, during office hours (0900 to 1600). Sealed bids must be delivered electronically by 11:00 hours on 2 July 2026. A pre-bid meeting is scheduled for 11 June 2026. The outer envelope marked ORIGINAL BID containing the technical part will be publicly opened on 2 July 2026 immediately after the submission deadline. The financial envelope will remain sealed and held in safe custody until the second public opening.
