Description / Scope of Work
The Export Development Fund (EDF) operating under the Ministry of Commerce, Government of Pakistan, invites proposals from qualified advertising agencies for the conceptualization, production and delivery of a high-quality international advertising campaign aimed at promoting Pakistan's image, enhancing its global reputation and supporting export development objectives. The campaign will be disseminated across global media platforms to position Pakistan as a feasible sourcing hub for various global value chains and consumer products and services. The assignment is based in Islamabad, Federal and is expected to be completed within 60 days from the date of contract award. The scope of work includes creative strategy and concept development, pre-production activities including casting and location scouting, direction and execution of advertising films using advanced cinematographic techniques, post-production services such as editing and colour grading, and campaign adaptation for different global markets and media channels.
Eligible bidders must be registered advertising agencies with proven experience in international-standard advertising campaign production. Agencies should demonstrate expertise in visual storytelling, cinematography and multi-format content delivery. Technical proposals will be evaluated based on creative concept, production quality, timeline feasibility and market adaptation capabilities. All bids must include the complete profile of the advertising agency and be submitted in accordance with the terms and conditions outlined in the Terms of Reference.
Bids must be submitted online on PPRA's EPADS system on or before 8th June 2026 at 11:00 a.m. The technical proposal will be opened on the same day at 11:30 a.m. in the presence of interested bidders or their authorized representatives. Late proposals will not be considered.
