Description / Scope of Work
The National Information Technology Board (NITB), an autonomous body operating under the Ministry of Information Technology and Telecommunications, invites bids from eligible service providers for the provision of qualified and skilled human resources (HR) outsourcing services. This tender aims to engage a third-party HR outsourcing service provider to supply skilled personnel across various technological domains to support NITB's e-governance initiatives and cross-cutting applications that serve multiple public sector organizations. The procurement is governed by Public Procurement Regulatory Authority (PPRA) Rules, 2004, and the selected service provider shall be responsible for ensuring that all supplied human resources meet specified technological expertise and tool competency requirements as outlined in the schedule of requirements. The engagement is based in Islamabad and covers provision of HR services with full responsibility for technology-related tools, application licenses, and hardware provisioning by the service provider.
Eligible bidders must be registered with Sales Tax and Income Tax Departments with a valid NTN certificate and be listed on the Federal Board of Revenue's Active Tax Payer List. Service providers must demonstrate at least five years of experience in relevant HR outsourcing business with documented evidence of similar third-party HR services provided to IT-based organizations. Bidders are required to submit comprehensive organizational profiles including management structure, key personnel details, financial statements covering the past five years showing annual turnover and growth rates, list of previous clients with service duration and headcount details, and organizational welfare policies. Multiple affidavits on stamp paper are mandated covering truthfulness of submitted information, confirmation of never being blacklisted by any government entity, assurance of technological expertise fulfillment, and commitment to maintain confidentiality of all NITB projects and initiatives.
Service providers must submit their monthly rate quotations as a percentage inclusive of all applicable taxes in the prescribed format (Annexure-V). The bid percentage must encompass all duties, taxes, and levies, whether existing or subsequently introduced by the Government of Pakistan, as the government reserves the right to deduct taxes at rates prescribed under Pakistani tax laws from all payments made to the selected service provider. Detailed bid documents including templates and schedules of requirements are available, and interested bidders should submit bids before the closing date specified. The opening of technical and financial bids shall follow PPRA Rules, 2004, and all submissions must comply with specified requirements including provision of necessary certifications, affidavits, and supporting documentation as detailed in the tender document.
