Description / Scope of Work
The Local Government and Rural Development Department, District Torghar, invites sealed tenders for three beautification schemes under the MRS-2025 first biannual cycle. The procurement encompasses beautification work at Tehsil Judbah (estimated cost 40.00 million rupees), Tehsil Daur Maira (30.00 million rupees), and Tehsil Hassanzai (30.00 million rupees) in District Torghar, Khyber Pakhtunkhwa province, with a combined project value of approximately 100 million rupees. Tenders are invited on a Single Stage Single Envelope basis from government contractors registered with the Provincial Employees Commission and enlisted with the C&W department as per the centralized enlistment policy of the Government of Khyber Pakhtunkhwa for the current financial year.
Eligible bidders must be government contractors registered with PEC and hold current active tax payer status with the relevant KPPRA registration. Bid security of 2 percent of the estimated cost must be prepared in favor of the Assistant Director LG&RDD Torghar and submitted in both scanned and hard copy formats. A detailed rate analysis is mandatory for rates quoted more than 20 percent below the engineer estimate. Bidders are required to register on the EPADS portal (www.eprocure.gov.pk) to obtain a unique username and password, and must ensure their PEC and KPPRA registrations remain valid for the current financial year.
Bid solicitation documents are available for download from the EPADS website and KP-PPRA website. Bids must be submitted electronically through EPADS with all documents filed neatly and scanned clearly, with no cutting or overwriting permitted. The last date for online clarification is 8 June 2026 at 5 pm. Electronic bids will be opened on 9 June 2026 at 2 pm. Only one scheme shall be awarded to a single bidder; if a bidder quotes the lowest rate for all three schemes, one scheme will be awarded to that bidder and the remaining schemes awarded to subsequent lowest bidders.
