Description / Scope of Work
This is a revised standard contract form for execution of work updated on 16 November 2022, applicable to procurement and tender processes in Punjab. The document provides a comprehensive framework governing the preparation, submission, evaluation and award of tenders for work execution. It establishes the procedural guidelines that tenderers must follow when bidding for government contracts, including requirements for earnest money deposits, tender validity periods, sealed submissions, and mandatory inspections of work sites before bid preparation.
The contract form outlines eligibility criteria for bidders, including the requirement to provide quality assurance security as performance guarantee for successful contract award. Bidders must possess appropriate licenses and qualifications relevant to the nature of work being tendered. The document specifies that bid security amounts and performance guarantee requirements shall be as stated in individual tender notices. Tender amounts must be inclusive of all applicable taxes, duties and financial obligations, with no separate recovery permitted after contract award.
Bid documents must be obtained through official channels and submitted in sealed covers by the specified closing date and time. The tender opening process is conducted publicly with evaluation based on technical and financial criteria. Detailed definitions, contract conditions, general obligations, material and workmanship standards, and provisions for assignment or subletting are comprehensively addressed. Contractors must furnish performance guarantees, submit detailed programmes of work, employ whole-time qualified technical personnel for supervision, and maintain the work site under continuous inspection by the Engineer-in-charge throughout execution until final completion and handover.
