Description / Scope of Work
The Women Development Department, Government of Sindh, is inviting Technical and Financial Proposals from qualified professional consultants for the development of a comprehensive e-commerce platform and opportunities portal for women in Sindh. The project, referenced as ADP-3018 under the Annual Procurement Plan 2025-26, has an estimated cost of 73.5 million Pakistani Rupees with an allocation of 96.00 million Rupees. The scope of work includes development of a standard website with AI and ML integration, Android and iOS application development, cloud storage services, creation of tutorial videos, and mobilization of communities. The project is based in Karachi and will be executed over a period of 30 months. The selection of consultants will be conducted using the Quality and Cost Basis Selection (QCBS) method as per SPPRA Rule 2010 Section 72(3).
Interested firms must be professional consultants with demonstrated expertise in website and app development, cloud infrastructure, and community engagement. Eligible bidders are required to submit a tender fee of Rs. 5,000 in favour of the Additional Secretary, Women Development Department, to obtain the RFP document. Bids must include a Bid Security of 2 percent of the bid price along with the financial proposal and a 5 percent Performance Security of the project value. All proposals must comply with SPPRA Rules 2010 as amended to date.
The RFP document can be obtained from the office of the Additional Secretary, Women Development Department, 1st Floor Old KDA Building Sindh Secretariat, Karachi, or downloaded from the portal at https://portalsindh.eprocure.gov.pk/#/. Technical and Financial Proposals must be uploaded to the above-mentioned website no later than 1:30 P.M. on 8th June, 2026, with Technical Proposals to be opened at 2:30 P.M. the same day. In the event the submission date is declared a public holiday, the next official working day will be observed. The Procuring Agency reserves the right to reject any proposal or cancel the bidding process at any stage without assigning reasons, as permitted under SPPRA Rules 2010.
