Description / Scope of Work
The National Institute of Intelligence and Security Studies (NIISS) at Quaid-i-Azam University (QAU) in Islamabad invites sealed bids from eligible contractors for the civil works component of the PSDP project to establish the institute. This is a national-level procurement for works related to the establishment of NIISS at QAU, Islamabad, with funds reserved under FY 2026-27. The procurement will be conducted using Single Stage-Two Envelope methodology with Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2004 and applicable regulatory guidelines issued by the Authority.
All bids must be accompanied by bid security in the form of Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft as specified in the bidding documents, or alternatively, by a bid securing declaration in the prescribed format. Bidders must be registered on the e-Pak Acquisition and Disposal System (EPADS) v2.0 to participate.
