Description / Scope of Work
Punjab Financial Advisory Services (PFAS), a newly established entity under the Finance Department, Government of the Punjab, invites bids from registered bidders, firms, companies, sole proprietors, general order suppliers, joint ventures and consortiums for the provision and implementation of an Enterprise Resource Planning (ERP) system. The estimated total cost of this procurement is PKR 13,000,000 (inclusive of all applicable taxes). The tender is issued under procurement reference PFAS/2025-26/03 and is open to bidders registered on EPADS and with relevant Registration Authorities and Tax Departments. Partial bidding is not permitted. The scope includes complete ERP system provision, implementation and related technical support services for PFAS to strengthen its financial, fiscal and management advisory capabilities to the Government of Punjab.
Eligibility requirements include mandatory registration on EPADS, current tax and sales tax registration with relevant authorities, and relevant technical credentials. Bidders must submit bid security in the form of Call Deposit Receipt, Bank Guarantee, Demand Draft, Pay Order or Banker's Cheque valued at six months of estimated cost (PKR 650,000) issued by a scheduled bank in favor of Panjab Financial Advisory Services Fund. The bidding procedure follows the Single Stage Two Envelope format as prescribed by PPRA. Late bids and non-submission of original bid security instruments will result in automatic rejection.
Bid documents are available on the PPRA website at https://eproc.punjab.gov.pk and the PFAS website at https://pfas.com.pk/. Bidders must submit bids through EPADS on or before 9 June 2026 at 11:00 AM at the office address of PFAS in Dafarkhwan, Downtown Lahore. Bids will be opened on the same day at 11:30 AM in the presence of bidders' representatives. The complete procurement process is governed by Punjab Procurement Rules 2014 as amended.
