Provision of Human Resource Management Information System by WSSC Mardan

Water and Sanitation Services Company Mardan (WSSCM), a government entity registered under the Companies Ordinance 1984, invites sealed electronic tenders through the EPADS portal for the provision of a Human Resource Management Information System. This procurement is being conducted in accordance with KPPRA procurement rules 2014 under the Single Stage One Envelope Procedure. Eligible suppliers, contractors, firms and service providers with relevant experience in HRMS implementation and active registration with Income Tax and KPRA Sales Taxes are invited to submit their bids via the EPADS platform at kp.eprocure.gov.pk. The tender notice identifies Mardan as the location for this procurement activity in Khyber Pakhtunkhwa province.

Bidders must be registered on the EPADS portal and maintain active tax status on the Advance Tax List for all applicable federal and provincial taxes. A bid security of two percent of the total quoted amount must be submitted in the form of a Call Deposit Receipt issued by a scheduled bank in favor of the Chief Executive Officer, WSSC Mardan. The original bid security document must be delivered in a sealed envelope to the office address at Mayar Road, Near New Police Lines, Mardan before the bid submission deadline. Failure to submit the original bid security within the specified timeframe will result in automatic rejection of the bid under KPPRA rules and applicable statutory regulations.

All bids must be submitted electronically via EPADS on or before 3 August 2026 at 03:00 PM, with bid opening scheduled for the same day at 03:30 PM in the presence of attending bidders or their representatives. Manual bid submissions will not be accepted under any circumstances. Bid documents must be properly paginated, sequenced, stamped and signed by an authorized representative.
