Description / Scope of Work
DHQ Hospital Hazizabad, Punjab, invites bids from eligible suppliers for a framework contract to purchase general store items during the financial year 2026-2027. This is a single stage two envelope procurement process with an estimated cost of 15 million Pakistani rupees. The scope covers supply and delivery of general store items as specified in the schedule of requirements. The procuring agency aims to establish a framework agreement with qualified vendors to meet its operational needs for the fiscal year. Bidders must be registered suppliers with relevant authorities and not be blacklisted by the Procuring Agency or Punjab Procurement Regulatory Authority. All bidders shall not have any conflict of interest and must be in good standing with tax departments. Bid security in the form of CDR or bank guarantee equivalent to 2 percent of the estimated contract value in favor of the Medical Superintendent DHQ Hospital Hazizabad is mandatory.
Eligible bidders include associations of persons, companies, sole proprietors, and general order suppliers registered with relevant registration authorities and tax departments. During the procurement process, if a bidder becomes blacklisted, they must provide 100 percent bank guarantee to continue contract execution or the agency will proceed with the second lowest evaluated bidder. Technical and financial proposals must be duly signed and stamped in complete conformity with bidding documents. All bids must be inclusive of applicable government taxes and submitted through the E-PADS system only.
Bid documents are available on the PPRA website at www.ppra.punjab.gov.pk and E-PADS portal at www.punjab.eprocure.gov.pk. Bids must be submitted electronically through E-PADS before 10:30 AM on 8 June 2026, with opening scheduled for the same date and time.
