Description / Scope of Work
The Punjab Building Department invites engineering firms and contractors to participate in tendering for the Sub Scheme and Up-Gradation of Leftover Secondary Healthcare Facilities in District Khushab at THO Quaidabad and THQ Naushera, Punjab. This procurement is valued at 315.154 million rupees with an estimated earnest money requirement of 15,757,700 rupees at 5 percent. The project aims to upgrade secondary healthcare infrastructure in the specified locations within Khushab district, improving medical facilities and services for the local population. The tender is open to interested parties meeting the specified eligibility requirements for healthcare and educational infrastructure development. Eligible participants must possess valid registration with the Pakistan Engineering Council in the relevant category codes as per PPRA rules. Contractors and firms are required to register on the Punjab PPRA website at www.punjab.ppra.gov.pk to access procurement information and procedure details. Bidders must upload a scanned copy of the Call Deposit Receipt (CDR) at 5 percent of the estimated project cost as per PPRA rules. The original CDR must be submitted to the office of the Executive Engineer, Buildings Division Khushab before the tender opening committee proceedings. Non-submission or late submission of CDR will result in automatic disqualification and forfeiture of earnest money in favor of the Government.
Bid documents are available through the PPRA E-Tendering System (E-pads) at the official website http://eproc.punjab.gov.pk/ViewTender.aspx with response dates calculated exclusively from the publication date on the PPRA website. The procurement office will communicate rejection grounds to bidders on request, though detailed justification is not required under PPRA regulations. Successful bidders must furnish 10 percent Performance Guarantee of the contract amount within 15 days in the form of CDR or bank guarantee and submit original CDR at the Executive Engineer Buildings Division Khushab office, otherwise the tender of the lowest bidder stands cancelled and earnest money is forfeited. All bidders must quote rates against each entry or item of DNIT or BOQs instead of percentage basis and completely fill rate analysis pages in financial bids, with incomplete or blank entries declared as non-responsive. The tender time limit is set for 15 June 2027.
