Description / Scope of Work
The Sessions Court Khushab, under the supervision of the District & Sessions Judge, invites sealed bids for the procurement and installation of an off-grid hybrid solar power system comprising 19 units of 4 KW each at the Head Quarter Jauharabad and Sub Division Courts located in Quaidabad and Noorpur Thal with allied offices in District Khushab, Punjab. The estimated project cost is Rs. 18,050,000 and the work is funded by the Hon'ble Lahore High Court. The successful bidder will be required to complete the installation of all solar units within the specified timeline as detailed in the Bid Data Sheet. This is a single-stage two-envelope procurement process conducted in accordance with the Punjab Procurement Authority Act 2009 and Punjab Procurement Rules 2014 for the financial year 2025-26.
Eligible bidders include suppliers, associations of firms, companies, sole proprietors, general order service providers, and joint ventures registered with relevant authorities including the Pakistan Engineering Council (PEC) and tax departments (Income Tax, Sales Tax and Punjab Sales Tax). All bidders must be registered on the e-Procurement System (EPADS) and shall not be under blacklist declaration by the Procuring Agency. Government-owned enterprises may participate only if duly authorized. Bidders must not have provided consultancy services for design and specification preparation related to this procurement. In the case of joint ventures, consortiums or associations, all members shall be jointly and severally liable for contract execution.
The bid documents are available on the Punjab Procurement Authority portal and e-Procurement System (EPADS) at www.punjab.eprocure.gov.pk. Prospective bidders can access the bidding documents from the official website and submit sealed bids on or before the closing date specified in the Bid Data Sheet. Technical bids will be opened first followed by financial bids of qualified bidders.
