Description / Scope of Work
The Environmental Protection Agency, P&OD, Azad Jammu and Kashmir invites sealed bids from registered public and private sector testing agencies to conduct written recruitment tests for Normal Pay Scale positions (BPS-07 to BPS-15) under third-party recruitment modality. This Request for Proposal is issued under the Azad Jammu and Kashmir Recruitment (Through Third Party) Act, 2021, read with the Recruitment (Through Third Party) Rules, 2025. The testing agency will be responsible for conducting recruitment tests across all districts of Azad Jammu and Kashmir, with services covering the full recruitment cycle from test design through result notification, following the single-stage two-envelope sealed bidding procedure on a least-cost basis as per the Azad Jammu and Kashmir Public Procurement of Consultancy Services Regulations, 2018.
Eligible bidders must be registered agencies recognized by AJAK in Pakistan, with a minimum of 05 years' experience in conducting recruitment tests for public sector organizations. The testing agency must not be blacklisted by any government agency and should have NTNs and STRNs issued by the Inland Revenue Department. A bid security in the form of Bid Securing Declaration (Annex-C of RFP) is required. Technical and financial proposals must be submitted in separate sealed envelopes marked accordingly, with all bids reaching the undersigned office by 12:00 hours on 15 June 2026 for opening at 12:30 PM the same day.
Bid documents are available from the office of the undersigned upon payment of a non-refundable fee of Rs. 5000 on any official working day (Monday to Friday). The testing fee for holding recruitment tests (100% payable by candidates) must be quoted inclusive of all taxes and expenses. Bidders must meet all eligibility criteria detailed in the RFP documentation to qualify for technical evaluation.
