Description / Scope of Work
The Directorate of Procurement (Navy) invites sealed tenders for the supply of defence stores, equipment, and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is governed by PPRA Rules 2004 and Defence Purchase Procedure & Instructions DPP&I-35 (Revised 2019). The tender documents outline the complete terms and conditions for contract award to eligible and qualified suppliers. Prospective bidders are required to familiarize themselves with all applicable regulations, including PPRA Rules 2004 available at www.ppra.org.pk and DPP&I-35 (Revised 2019), before participating in this procurement process conducted from the Directorate's office located in Islamabad at Naval Residential Complex E-8 through Bahria Gate.
All bidding firms must possess requisite technical and financial capability and must be registered or willing to register with DGDP (Directorate General Defence Purchase) to qualify for contract award, which shall be made only after security clearance and provision of required registration documents. Eligible firms must provide evidence of income tax filing and sales tax registration along with bank challans, authorization letters where applicable, and compliance forms (DP-1, DP-2, DP-3) duly filled and signed. The earnest money deposit must be submitted in a separate sealed envelope as specified in tender instructions.
Tenders must be submitted in three separate sealed envelopes containing: Sealed Envelop 1 with Technical Offer in duplicate (original and copy) including compliance documentation; Sealed Envelop 2 with Earnest Money only; and Sealed Envelop 3 with Commercial Offer in original only along with duly filled DP-2 form. Technical offers shall be opened first at half an hour after the specified bid opening time.
