Description / Scope of Work
Municipal Corporation Rawalpindi invites sealed tenders through E-PADS (Electronic Procurement and Auction Distribution System) for five infrastructure rehabilitation and improvement projects in Rawalpindi, Punjab. The scope includes rehabilitation of residential flats on Murree Road, street block improvements near Graveyard, repair of a collapsed verandah fruit block, repair of a residential house on Adiala Road, and rehabilitation of a drain near Marhaba Shadi Hall Tulip Road. The total estimated cost ranges from 1.528 million to 6.547 million Pakistani rupees. All bidders must be registered with the Pakistan Engineering Council in relevant categories and hold valid GST, PST, and other required certificates. The E-PADS tender submission portal will be open until 01-06-2026 at 13:00 PM, with bid opening scheduled for the same day at 02:00 PM by the Tender Opening Committee.
Eligibility requirements mandate that bidders submit complete bid security equivalent to five percent of the estimated cost in the form of a CDR (Call Deposit Receipt), along with all applicable tax documentation and proof of PST registration where applicable. All rates must be submitted against each item separately, with lump-sum rates treated as incomplete bids. Bidders must ensure compliance with all Government of Punjab procurement rules, and any bids found in violation of prescribed regulations will be rejected. Contractors whose bids fall five percent or more below the sanctioned estimated cost will be required to deposit performance security up to ten percent of the contract cost as a CDR, with such security forfeited in case of non-completion or default.

Bidders are required to attach PEC registration documents, certificates, and updated profile information on E-PADS. The clock for calculating response time begins exclusively from the date of advertisement publication on the PPRA website.
