Description / Scope of Work
The Energy Department, Government of Balochistan invites bids from eligible contractors for the provision of electricity in isolated villages across Balochistan under two separate work packages for the year 2026. The first package covers electricity provision in isolated vills including Pasnil Gard Vill, Somark Hassan, Jan M Somark Sham Goth, Duddari, Datta Rach Goth, and Kanraj (PSOP No. 1787 Z 2023 1671 Package-1) with an estimated cost of PKR 249,171,305. The second package encompasses similar electricity provision works with an estimated cost of PKR 248,375,907 (PSOP No. 1787 Z 2023 1671 Package-2). Both projects are based on composite schedule rates for 2023 calculated on percentage basis.
Eligibility requirements mandate that bidders must be registered with the Balochistan Revenue Authority and not blacklisted by any procurement agency of Pakistan. Bidders must have completed at least one assignment of similar nature with a minimum turnover of PKR 174,419,913 in the preceding three years demonstrating financial capacity. Registration with Pakistan Engineering Council (PEC) category C-3 and above with specialization code EE-1110 (Solar Energy) is mandatory. Additionally, firms must have completed three similar solar hybrid system projects in government sector as sole bidder/lead partner within the last three years, with work reports uploaded online and verifiable. Bid security of two percent of the bid amount must accompany all tender submissions.
Bidding documents are available electronically from www.bppra.gov.pk or can be obtained from the issuing office. Bidders must register on the Electronic Public Procurement System (EPPS) of BPPRA GOB as mandatory requirement. Bid submission is exclusively electronic through the supplier dashboard. The last date for electronic bid submission is June 4, 2026 until 10:30 AM, with tender opening scheduled for the same day at 11:30 AM on the EPPS system.
