Description / Scope of Work

The Ministry of Kashmir Affairs, Gilgit-Baltistan and States and Frontier Regions invites pre-qualification of workshops, firms and vendors for repair and maintenance services during the financial year 2026-2027. The procurement covers six categories: repair and maintenance of official vehicles (Rs. 250,000 bid security), office and building electrical work requiring PEC category C3 registration (Rs. 500,000), office machinery and equipment including air-conditioners and photocopiers (Rs. 100,000), office furniture and fixtures (Rs. 50,000), computer hardware, software and IT equipment (Rs. 50,000), and general purchase and repair of non-tender items up to Rs. 500,000 (Rs. 100,000). All service providers must maintain offices and workshops in Islamabad. The scope is established under Rule-15 read with Rule 42(a) and 42(b) of PPRA Rules 2004 as amended, with an estimated annual or recurring requirement.

Eligible bidders must be registered with sales tax and income tax departments and appear on the Federal Board of Revenue active taxpayer list. Firms must demonstrate minimum six years of technical and relevant experience in their respective field. All applicants must submit an affidavit on stamp paper valued at Rs. 200 confirming the firm and individual are not blacklisted and have no disputes with any government organization. PEC registration in category C3 is mandatory for firms bidding on electrical building repair work. Bidders must own their own offices, workshops, manpower and technical expertise relevant to the category applied for.

Bid documents must be submitted online through the E-Procurement portal ePADS at www.eprocure.gov.pk, while original tender documents and bid security in the form of pay order, demand draft or call deposit payable to DDO, Ministry of Kashmir Affairs, GB and SAFRON must be submitted physically by 11:00 hours on 11th August 2026 in Committee Room, 1st Floor, R Block, Ministry of KAGB and SAFRON, Pakistan Secretariat, Islamabad. Bids will be opened on the same date at 11:30 hours. The committee will conduct physical verification of workshops and offices during the tendering process; tenders will be cancelled if facilities are not located in Islamabad.
