Description / Scope of Work
The Capital Development Authority invites electronic requests for technical and financial proposals on a single stage two envelope procedure for the purchase of ambulances for the Capital Emergency Service in Islamabad, Capital Territory, Pakistan. This procurement is governed by Rule 36(b) of PPRA regulations and is open to authorized dealers and manufacturers duly registered with PPRA on EPADS and holding valid NTN registration with the Federal Board of Revenue who can demonstrate their eligibility and qualifications as detailed in the bidding document. The bidding document containing all detailed requirements, terms, conditions, and specifications is available for registered bidders on the EPADS portal at www.eprocure.gov.pk.
Bidders must be authorized dealers or manufacturers with current PPRA registration and FBR NTN certification. Technical bids must be accompanied by a bid security amounting to Rs. 10,000 (M) in the form of pay order or CDRs issued in favor of the Director P&CA-II, CDA. Prospective bidders are required to upload a scanned copy of the bid security on E-PADS and provide the original pay order or CDR at the time of technical bid opening. The notification of Grievance Redressal Committee as constituted under Rule 48 of the Public Procurement Rules 2004 is available on www.eprocure.gov.pk.
Bids must be submitted online through E-PADS at www.eprocure.gov.pk in accordance with instructions contained in the Invitation to Bid on or before June 17, 2026 at 11:30 AM. Manual bids are not accepted as per e-Pakistan regulations 2023. Bids will be opened in the office of the Director P&CA-II at Room No. 31 (First Floor), Block 03, CDA Headquarters G-7/4, Islamabad at 12:00 PM on the same date in the presence of bidders' authorized representatives who choose to attend.
