The Office of the Provincial Election Commissioner, Punjab invites sealed tender bids from duly registered pulp manufacturing firms, paper mills, and joint ventures for the sale and disposal of waste paper and obsolete election records. The tender encompasses waste materials from General Elections 2008 to 2024, Local Government Elections 2021-22, Cantonment Board Elections up to 2021, subsequent bye-elections excluding constituencies with pending court cases, and old Electoral Rolls across Punjab. The total weight of waste paper and polling records available for auction is approximately 321,520 kilograms, with a reserve price of Rs.20,898,800 at Rs.65 per kilogram excluding applicable taxes. The auction will be conducted on EPADs (Federal) in accordance with PPRA Rule 2004 single-stage envelope method, with bids to be submitted electronically. All interested bidders must be registered with the Collectorate of Sales Tax and Federal Excise Department and must possess minimum five years working experience in the government sector. Eligible firms must submit original bid security of Rs.2,089,880 as a refundable CDR or Pay Order from a scheduled bank in the name of the Provincial Election Commissioner before tender opening. Only pulp-making firms are permitted to participate directly; other firms must provide joint venture certificates with pulp-making mills. Successful bidders must arrange mill visits within one week, sign lifting agreements within seven days, provide performance guarantees of Rs.2,500,000, and complete removal of waste materials within three months. The materials are restricted to pulp making use only and cannot be sold in open market. Violation of confidentiality, resale, or non-compliance with contractual obligations will result in contract termination, bid security forfeiture, fines up to Rs.2,000,000, and potential blacklisting.
