Description / Scope of Work
The District & Sessions Judge Jhelum is inviting bids for the procurement and installation of a Hybrid Solarization Off Grid system for courts and allied offices in Jhelum, Punjab. This civil works project has an estimated cost of Rs. 25.441 million and will be executed through the e-procurement platform (EPADS) under the Punjab Procurement Regulatory Authority (PPRA) rules 2014. The project scope includes design, supply, installation, and commissioning of hybrid solar systems to provide sustainable and independent power supply to the district court facilities and associated government offices located in Jhelum. The tender is being floated in Fiscal Year 2025-26 with a single-stage, single-envelope bidding procedure.
Eligibility requirements mandate that only contractors and firms holding valid registration with the Pakistan Engineering Council (PEC) in the relevant category and codes may participate. Bidders must also maintain current registration with the Punjab Revenue Authority and Federal Board of Revenue (FBR) for income tax and general sales tax purposes. A Call Deposit Receipt (CDR) equivalent to 5 percent of the estimated cost, amounting to Rs. 1,272,050, must be submitted as earnest money security. The successful bidder will be required to furnish an additional performance guarantee equal to 10 percent of the estimated cost within 15 days of award notification. All bidders must upload their bid documents on the PPRA website at https://punjab.eprocure.gov.pk/ and provide complete rate analysis and bill of quantities instead of percentage-based quoting.
Bid documents can be obtained from the office of District & Sessions Judge Jhelum, located at the Session Court Jhelum during office hours. Interested contractors must register on the Punjab PPRA e-procurement portal and submit their scanned CDR along with complete bidding documents online. The original CDR must be presented to the Tender Opening Committee on bid opening day, half an hour before commencement of bid evaluation. Bids will be retrieved and opening will occur on 09.06.2026 at 11:00 AM, with results announced at 11:30 AM the same day.
