Description / Scope of Work
The Export Development Fund (EDF), an autonomous body established under the EDF Act 1999 (Amendment 2026) and operating under the Ministry of Commerce, Government of Pakistan, is seeking to prequalify a professional executive search and headhunting firm through an open and transparent bidding process in accordance with PPRA guidelines. The engagement is for recruitment of high-caliber C-level professionals for the Export Development Fund through a merit-based selection process adhering to federal government standards. The scope of work encompasses job profiling and defining key performance indicators for C-level positions, targeted sourcing of candidates from national and international markets using advanced headhunting techniques, initial technical screening and background checks, facilitation of multi-tiered interviews, and submission of comprehensive merit-based selection reports to the EDF Board Search Committee.
Eligibility criteria require that bidding firms demonstrate a minimum of ten years of establishment in executive search or headhunting in the public or private sector, with a proven track record of successfully completing at least five similar assignments for C-level positions within the last five years. Only firms meeting these criteria will have their technical proposals opened and evaluated. Bidders must submit complete firm profiles demonstrating their experience, capability, and expertise in executive recruitment and candidate assessment methodologies.
Bids must be submitted online through PPRA-EPADS on or before 11th June 2026 at 11:00 a.m., with technical proposals opening at 11:30 a.m. on the same day. Prequalified firms will be engaged for a period of two years initially and may be utilized by EDF for C-level and other management positions or consultant recruitment as needed, with financial quotes to be requested separately. Deliverables include an inception report within three days, advertisement and outreach launch within one week, candidate dossiers within fifteen days after advertisement closing, shortlisted candidates with reasoning within four weeks, and interview assistance during the final selection process.
