Description / Scope of Work
The Directorate of Procurement (Navy) invites sealed tenders for the supply of stores, equipment and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is conducted through the Bahria Gate office located in the Naval Residential Complex, E-8, Islamabad, Federal Province. The tender process is governed by PPRA Rules 2004 and Defence Purchase Procedure & Instructions (DPP&I-35 Revised 2019). Prospective bidders must familiarize themselves with these regulations and the contract terms specified in the invitation documents before submitting their proposals. Bidders are required to be registered or willing to register with the Directorate General Defence Purchase (DGDP) to qualify for contract award, which is contingent upon security clearance and provision of required registration documents.
Eligibility requirements mandate that firms possess requisite technical and financial capability to undertake the supply contract. All bidders must comply with statutory obligations including submission of Income Tax Filing Proof and Sales Tax Registration Proof as part of their technical offer. Earnest Money in a sealed envelope is mandatory. The tender documents must be submitted in the prescribed format with proper sealing and signing. Bank Challan, Principal Authorization Letter (where applicable), and Principal Invoice (muted without prices) must accompany the technical offer. Firms registered with DGDP should submit their registration letters as part of the compliance documentation.
Tender documents comprising technical and commercial offers must be submitted in three sealed envelopes within a single outer envelope before the closing deadline of 23 June 2026. The Technical Offer (Sealed Envelop 1) must be submitted in duplicate with compliance remarks against each specification using the prescribed DP-1 and DP-2 forms. The Commercial Offer (Sealed Envelop 3) should contain the firm's pricing in original form. Technical offers will be opened first, half an hour after the date and time specified in Form DP-2.
