Description / Scope of Work
The Pakistan Engineering Council (PEC), a statutory autonomous body established under the PEC Act 1976, invites qualified and experienced financial consultant firms to develop an Integrated Financial Business Plan and Sustainability Framework. This comprehensive assignment aims to establish structured short-term (1–2 years), medium-term (3–5 years), and long-term (6–10 years) financial planning and sustainability mechanisms for the Council's operations across all locations in Pakistan. The scope encompasses assessment of PEC's current financial and operational position, analysis of all major revenue streams and expenditure centers, evaluation of sustainability and profitability of operational and service functions, development of integrated financial projections, identification of operational inefficiencies and cost optimization opportunities, and establishment of a practical financial planning framework for evidence-based management decisions.
Eligible financial consultant firms must demonstrate substantial experience in financial planning, institutional sustainability analysis, and public sector financial management. Firms should possess professional expertise in developing integrated business plans, cost-center-based financial analysis frameworks, and long-term financial sustainability and resilience mechanisms. The procurement shall be conducted in accordance with Quality Base Selection (QBS) of the Consultancy Services Regulation of the PPRA. PEC reserves the right to accept or reject any proposal under relevant PPRA provisions. Technical and financial proposals must be submitted in accordance with the requirements outlined in the detailed RFP documentation.
The assignment is expected to be substantially completed within 8 weeks from commencement, with detailed milestone-based implementation schedules provided at project inception. Deliverables include inception report, institutional and financial baseline assessment, revenue and cost structure analysis, integrated financial business plan, short-term financial roadmap, medium-term sustainability framework, long-term strategic financial outlook, integrated financial forecasting model, scenario analysis report, and final presentation to PEC leadership.
