Description / Scope of Work
The Engineering Development Board (EDB) under the Ministry of Industries & Production, Government of Pakistan, invites Expressions of Interest (EOI) from all locally registered Electric Vehicle (EV) 3-Wheeler Original Equipment Manufacturers (OEMs) and Assemblers seeking pre-qualification under the Pakistan Accelerated Vehicle Electrification (PAVE) Program for Phase-II and subsequent phases. This initiative aims to accelerate the adoption of electric vehicles across Pakistan, promote local manufacturing and value addition, strengthen indigenous supply chains, ensure product quality and safety, and support sustainable industrial growth in alignment with the National Electric Vehicle Policy 2025-30. The scope encompasses distribution of electric vehicle 3-wheelers across Pakistan including Azad Jammu & Kashmir and Gilgit-Baltistan, with a target to achieve 30 percent EV market penetration by 2030.
Eligibility requirements mandate that applicants must be locally registered EV 3-Wheeler OEMs or Assemblers, possess a valid EDB Manufacturing Certificate and PSQCA License, and demonstrate full compliance with EDB pre-qualification criteria. Bidders are required to submit a non-refundable submission fee of PKR 5,000 in the form of a Pay Order or Bank Draft payable to the Drawing & Disbursement Officer (DDO) of the EDB.
Submission of bids must be completed through PPRA E-PADS 2.0 portal with a deadline of June 8, 2026 at 02:00 PM, with public opening scheduled for the same date at 02:30 PM in the presence of bidders.
