Construction of Surface Drains and Paver Block

The Public Health Engineering (DEV) Division Jamshoro, Government of Sindh, invites sealed electronic bids through the E-Pak Acquisition and Disposal System (EPADS) for the construction of surface drains and paver block at Bhirya Village under Town Committee Jamshoro. The project, identified as ADP #740, covers construction of surface drainage infrastructure with paver block in Bhirya Village, Taluka Kotri, District Jamshoro in Sindh province. The estimated project cost is Rs 46.942 million with earnest money of Rs 2.347 million, tender fee of Rs 5,000, and a completion period of 12 months. This is a single-stage two-envelope procurement method for contractors and firms with valid Pakistan Engineering Council (PEC) registration in categories C-5 and above.

Eligible bidders must hold valid PEC registration (valid up to June 2026) in categories CE09 or CE10 with supporting PFC valid registration certificate. Firms must demonstrate experience in similar nature of works executed during the last five years, either with at least one similar work at minimum 80 percent of estimated cost or at least two similar works each at minimum 50 percent of estimated cost. Additional requirements include submission of bio data of engineering and technical staff with attested CVs, average annual financial turnover not less than the project cost for the last three years verified through bank certificates, prominence registration with Income Tax Department and Sindh Revenue Board with copies of last three years income tax returns, litigation history details, bank account statements for the last three years, and annual audit reports from ICAP registered firms. Bidders must provide an undertaking on stamp paper that all furnished documents are true and correct, and a certificate that the firm has not been blacklisted or involved in litigation with any government department.

Bidding documents can be downloaded from the EPADS portal at http://portalsindh.eprocure.gov.pk/ up to 08-06-2026 at 10:30 AM. Bids must be submitted electronically through EPADS only; manual submission will not be entertained. The original tender fee and bid security in the form of call deposit or pay order must be delivered to the Procurement Agency on or before the bid submission deadline. Physical bids will not be issued or accepted. Tender document receipt (CDR) will be received physically through courier up to 08-06-2026 at 8:30 AM.
