Description / Scope of Work
This document is a standard form of bidding documents for operation and maintenance contracts published by the Pakistan Engineering Council in July 2010. It is designed for use in procurement processes employing the Single Stage-Two Envelope (SSTE) bidding procedure. The document provides a comprehensive template that procuring agencies and organizations can adopt and customize when issuing tenders for operation and maintenance services across Punjab and other regions. It establishes standardized procedures, conditions, and formats to ensure transparency and uniformity in the bidding process for such contracts throughout Pakistan.
The standard form includes instructions to bidders, forms of bids with appendices covering scope of services, reimbursable costs, notice and communication protocols, subcontractor work allocation, methods of performing works, proposed organization, and integrity pacts. Bidders must satisfy eligibility criteria and provide necessary documentation as specified in the Instructions to Bidders section. Bid security requirements, performance security arrangements, and bank guarantees for advance payments are integral components that bidders must address when submitting their proposals.
Procuring agencies using this standard form must fill in specific blank spaces, prepare particular conditions of contract, develop technical and special provision specifications, and create relevant drawings before issuance. The complete bidding documents comprise instructions to bidders, form of bids with appendices, schedule of prices, general and particular conditions of contract, standard forms for security and agreements, technical specifications, and drawings. Users should publish bid notices in national and international newspapers as well as on the PEC website and PPRA website for federal procuring agencies, allowing prospective bidders between 42 to 154 days for preparation and submission depending on the scale and complexity of the works or services being procured.
