Description / Scope of Work
The District & Sessions Judge, Sialkot invites sealed bids for the installation of 04-KW hybrid solarization (off-grid) systems for courts and allied offices working at judicial complexes across four locations in Punjab. The procurement comprises four separate lots: 38 units for the judicial complex headquarters in Sialkot with an approved cost of PKR 36.10 million; 06 units for the judicial complex in Sambrial with an approved cost of PKR 5.7 million; 10 units for the judicial complex in Pasrur with an approved cost of PKR 9.5 million; and 13 units for the judicial complex in Daska with an approved cost of PKR 12.35 million. The total scope of work covers the complete supply, installation, testing and commissioning of hybrid solar systems to ensure uninterrupted power supply for judicial operations in Sialkot district.
Bidders must be well-reputed and financially sound firms, contractors, companies, or consultants registered with the Pakistan Engineering Council (PEC) in category C3 and above with the relevant code CE-01, demonstrating at least 10 years' experience in the relevant category. Joint ventures are permitted provided the lead partner is registered in category C3 or above with code CE-01, and no foreign firms are allowed. Participants must submit bid security equivalent to 5 percent of the approved cost in the form of CDR, bank guarantee, pay order or bank draft in favor of the District & Sessions Judge, Sialkot. Additionally, bidders must provide certificates of valid legal entity registration, active income tax and sales tax registration, non-litigation affidavit on non-judicial stamp paper, and a declaration that neither the firm nor its directors or stakeholders have been blacklisted by any government agency.
Bid documents are available on the PPRA website at http://eproc.punjab.gov.pk/viewtender.aspx, and interested contractors must register themselves on the Punjab PPRA portal at punjab.eprocure.gov.pk. Bids must be submitted in a single stage two envelope format under rule 38(2)(a) of the PPRA Rules with all rates inclusive of taxes and duties, valid for 90 days from the opening of financial bids. The tender closing date and time is 10.06.2026 at 11:00 AM (Wednesday) with opening at 11:30 AM the same day. Bid security must be submitted by the same deadline.
