Description / Scope of Work
The Office of the Superintendent District Jail Lahore invites e-bids for the procurement of wheat (FAQ grade) for the duration period 2025-26. The total quantity required is 190,000 kilograms with an estimated contract value of PKR 21,850,000. The goods must be supplied to District Jail Lahore on an F.O.R. Jail Gate basis with no carriage expenses to be paid by the procuring agency. This is a single-stage, one-envelope e-bidding process conducted under Rule 38(1) of the Punjab Procurement Rules 2014 as amended.
Eligible bidders must be registered on the EPADS (Electronic Procurement and Auction Distribution System) platform and include firms, companies, sole proprietors, and general order suppliers. Bidders must not be blacklisted by any government department or the Punjab Procurement Regulatory Authority (PPRA), must not have conflicts of interest, and must comply with all legal and licensing requirements applicable to the food supply business. A bid security of 2% of the estimated cost (PKR 437,000) in the form of a refundable CDR (Cash Deposit Receipt) must be submitted in favor of the Superintendent District Jail Lahore, with a copy uploaded on EPADS and the original submitted by hand before the tender closing time.
Bidding documents may be downloaded free of cost from the PPRA website, EPADS platform, and the Prisons Department website (www.prisons.punjab.gov.pk). E-bids must be uploaded on EPADS by 08.06.2026 at 11:00 AM and will be opened on the same day at 11:30 AM. Bids will be rejected if submitted by hand, mail, dak, or courier service. The successful bidder must deposit a performance guarantee at 2% of the contract amount before contract execution. All quoted prices must be inclusive of all taxes and transportation costs. The bid validity period is 90 days from submission date.
