Description / Scope of Work
The Kalabagh Headworks Division, Irrigation Department, Government of Punjab is inviting sealed bids for the award of contract for toll collection rights at Jinnah Barrage located in Kalabagh Headworks Division, Daudkhel, District Mianwali for the period from 01 July 2026 to 30 June 2027. The reserve price has been approved as Rs. 34.000 Million. Sealed tenders will be received in the Office of Executive Engineer, Kalabagh Headworks Division Daudkhel by the committee headed by Superintending Engineer, Thal Canal Circle, Mianwali in the presence of bidders or their authorized representatives as per the schedule provided. Tenders will be issued up to 18 June 2026 at 04:00 PM for the first attempt, and if unsuccessful, tenders will be issued up to 27 June 2026 at 04:00 PM for the second attempt.
Eligible bidders must furnish earnest money in the shape of a deposit at call of Rs. 1.7 Million drawn in favour of the Executive Engineer from a scheduled Bank of Pakistan along with the bidding documents. The cost of bidding documents is Rs. 10,000 in cash, which is non-refundable. The successful bidder will be bound to provide a bank guarantee equal to 10% of the total bid amount within five days before issuance of the acceptance letter. All bidders must sign each and every page of the bidding documents and shall be bound by all conditions laid down therein.
Bid documents can be obtained from the office of the Executive Engineer, Kalabagh Headworks Division, Daudkhel on any working day during office hours. The date of receipt is 19 June 2026 till 11:00 AM with opening on the same day at 11:30 AM, or if the first attempt remains unsuccessful, the date of receipt for the second attempt is 29 June 2026 till 11:00 AM with opening on the same day at 11:30 AM. The bid amount will be payable by the successful bidder to the Government in 12 equal monthly installments in advance on the 1st working day of each calendar month in cash. Toll tax shall be levied on vehicles as per the approved schedule notified by the Government of Punjab, Irrigation Department vide Notification No. SO (Rev) IRRI/1-70/21 dated 03 August 2022.
