Description / Scope of Work
The Ministry of Human Rights, Government of Pakistan, invites sealed bids from reputed, experienced and financially sound travel agencies registered with EPADS version 2.0 and accredited by IATA for the provision of international return air tickets. The tender covers 77 delegates including officials of the OIC Secretariat and delegates from OIC member states during July 2026, as well as 15 return air tickets for domestic delegates travelling from provincial capitals. This procurement is issued from Islamabad, Federal Pakistan, and represents a significant travel arrangement requirement for international delegations. Interested travel agencies must be registered on the Active Taxpayers List for income and sales tax purposes and possess all necessary credentials to handle international flight bookings and coordination with major airlines.
Eligible bidders must be reputed, experienced, and financially sound travel agencies with current EPADS version 2.0 registration and IATA accreditation from the Federal Board of Revenue and respective Revenue Authorities. Agencies should have demonstrated capability in handling large-scale international travel arrangements and delegate coordination. Bid security and other commercial terms will be detailed in the bidding documents. Electronic proposals will not be entertained unless submitted through the e-Procurement Portal EPADS version 2.0 as per PPRA rules.
Instructed to Bidders documents are available for download from the e-Procurement Portal EPADS version 2.0 at www.eprocure.gov.pk, the Ministry of Human Rights website at www.mohr.gov.pk, and PPRA website at www.ppra.org.pk. Proposals must be submitted through EPADS version 2.0 on or before June 11, 2026 by 2:00 pm and will be opened the same day at 2:30 pm. The Ministry reserves the right to accept or reject any or all offers under PPRA rules 2004 as amended.
