Description / Scope of Work
The Government of Khyber Pakhtunkhwa, through its Communication and Works Department Mega Projects Division-I in Peshawar, invites electronic bids from eligible firms and contractors for five major healthcare infrastructure packages under the Single Stage Two Envelope Bidding procedure in accordance with KPPRA procurement rules 2014 as amended. The tender encompasses Package-I: Revamping of Teaching DHO's across Khyber Pakhtunkhwa with estimated cost of 20.804 million rupees; Package-II: Revamping of Teaching DHO's across Khyber Pakhtunkhwa valued at 10.824 million rupees; Package-III: Strengthening of DHQ Hospitals with building capacity to respond to COVID-19 and future pandemics in KP with estimated cost of 10.11 million rupees; Package-IV: Revamping of secondary health facilities including improvement of accident and emergency units in newly merged districts with estimated value of 14.00 million rupees; and Package-V: Revamping of secondary health facilities in newly merged districts valued at 14.31 million rupees. The scope includes construction, rehabilitation, and enhancement of healthcare infrastructure across Khyber Pakhtunkhwa province to improve medical service delivery capacity.
Bidders must be registered with Khyber Pakhtunkhwa Revenue Authority (KPPRA) and Pakistan Engineering Council (PEC) in relevant category fields of specialization. Firms must possess adequate financial soundness, relevant experience, personnel capabilities, and required equipment as specified in the Invitation to Bid documents. Bid security must be submitted in the form of call deposits issued by scheduled banks in favour of the Executive Engineer C&W Mega Project-I. Contractors quoting bids up to 10 percent below engineering estimate shall submit 2 percent bid security only. Bids more than 10 percent below up to 20 percent below shall include 8 percent additional security. Bids exceeding 20 percent below must submit additional security equal to the differential amount plus detailed rate analysis. All mandatory requirements as prescribed in the ITB must be fulfilled; non-responsive bids will be rejected.
Bid documents and tender forms can be downloaded from the EPAD portal (http://portal.kp.eprocure.gov.pk) and the KPPRA website (www.kppra.gov.pk) after publication of the notice in newspapers. Bidding documents are available for obtaining from the office of the undersigned on any working day during office hours prior to the closing date and time mentioned. Technical bids will be opened on 11 June 2026 at 12:00 PM at the office of Executive Engineer C&W Mega Project-I Peshawar, with financial bids to follow after technical evaluation. Hard copies of technical bids must be submitted in sealed envelopes clearly marked and delivered through courier to the undersigned office before the closing time.
