Description / Scope of Work
The Development Authority Muzaffarabad (DAM), under the Government of Azad Jammu and Kashmir, invites expressions of interest from the private sector for a two-stage bidding process to expand investment through public-private partnerships. The procurement covers ten development projects valued between 0.5 and 1.5 million units, including Walk way, Western Bypass Gazebos, Multi Park Center Plate Park, Meratollian Park, Neyamohala Park, Roof Top Utilization and Upgradation of Bank Road Plaza, Development and Operation of Open Parking at Bank road plaza, Food Street at Old Steel Bridge at Neckum Bridge, Baradari at Domail, and Flowers Nursery at Langurpura and Market at Domail. These projects form part of the PP&H Sector and are located at DAM notified areas throughout Azad Jammu and Kashmir. The concession will be negotiated and granted in accordance with the Government's policy to optimize Private Sector participation in construction and operation of various infrastructure projects, in line with DAM Board approval for revenue enhancement.
Eligibility criteria require bidders to provide complete bid documentation and a non-refundable fee of Rs8000 upon submission of written application. Blacklisted firms, companies, suppliers, and distributors are prohibited from participation. All bidders must furnish an affidavit or certificate confirming they are neither blacklisted nor involved in conflict litigation with any government entity within Azad Jammu and Kashmir or Federally Administered Areas. A bid security in the form of a Crossed Cheque is mandatory as per the Conditional Deposit Receipt (CDR) form accompanying financial proposals.
A pre-bid meeting will be held on Friday, July 03, 2026, in the office of the employer. Bidders may obtain Request for Proposals (RFPs) documents from Development Authority Muzaffarabad, Tariqabad Road, Muzaffarabad, on or before July 09, 2026, upon payment of the prescribed fee. Bids must be submitted before 1200 hours on Thursday, July 09, 2026, and will be opened at 1230 hours the same day at the specified address in the presence of bidder representatives. Bid securities of unsuccessful bidders will be returned through cheque upon award of contract to successful bidders or upon expiry of bid validity, whichever occurs first.
