Description / Scope of Work
The office of Directorate of Works & Civil Engineering (PAF) Chaklala invites sealed tenders for the provision of certain facilities at PAF Base under PPRA Rule 13 (1) of 2004. Two works are being procured: Provision of Certain Facilities at PAF Base (B) valued at Rs. 550.030 Million and Provision of Certain Facilities at PAF Base (P) valued at Rs. 28.607 Million. The project location is at PAF Base Chaklala in Punjab province. Eligible firms must furnish detailed documentation including work orders, location details, photographs of completed projects, and satisfactory completion certificates from end users. Firms with demonstrated experience in Construction, Electrical, Mechanical, and Plumbing works services registered with Pakistan Engineering Council (PEC) in relevant fields are eligible to apply.
Only those firms and contractors can apply who meet the prescribed eligibility criteria. Applicants must be enlisted with PEC in Category C-5 and above in the relevant field with validity extending at least until June 2026. Preference is given to firms enlisted with Military Engineer Services (MES) in Category A; non-enlisted firms must provide 2% refundable bid security. Contractors must furnish a list of personnel, bank statements, NTN certificates, and income tax returns for the last three years. Importantly, contractors shall provide a certificate confirming they are not involved in any litigation with the Government Department in the Court of Law and that no special report from the Directorate of Inspection and Evaluation (DI&E) is outstanding against them, with no outstanding DI&E recoveries.
Bidding documents will be issued to pre-qualified firms and contractors. Sealed tenders must be received at HQ DW&CE (PAF) Chaklala on 17 June 2026 at 1130 hours and will be opened on the same date at 1200 hours. Incomplete applications will not be entertained. The Accepting Officer reserves the right to accept or reject any tender, and rejected tenders will be processed according to Para 33(1) of PPRA Rules.
