Description / Scope of Work
Pakistan Navy invites bids from well-reputed, PN-registered, security-cleared and GST-registered financially sound firms, contractors and parties for undertaking conservancy services at PNS Mehran and its Area of Responsibility during the financial year 2026-27. The contract will be based in Karachi at Shahra-e-faisal and encompasses comprehensive cleaning, sanitation and waste management operations across the naval facility and its designated operational areas. The tender reference is MEH/MEH-01/2026/27 and detailed specifications and work scope are contained in the complete tender documents.
Bidders must be PN-registered, security-wise cleared and GST-registered entities with proven financial soundness and conservancy service experience. A bank draft or pay order equivalent to 2% of the total bid value must accompany submissions as refundable earnest money in favour of the Commanding Officer PNS Mehran; cheques will not be accepted. Tender documents are available from the Executive Officer at PNS Mehran after payment of a non-refundable tender fee of Rs. 5,000 on any working day between 0900-1300 hours.
A Single Stage Two Envelopes Tendering system will be used with technical and financial bids submitted separately in sealed envelopes clearly marked as Technical and Financial Bids. Bids must be received by 11:00 hours on 29 June 2026 and will be opened at 12:00 hours the same day in the presence of firm representatives. The contract will be awarded to the financially lowest declared bidder meeting tender compliance requirements. Contract validity runs from 1 July 2026 to 30 June 2027, subject to confirmation by the Commanding Officer after approval from HQ COMPAK.
