Pakistan Tobacco Board invites sealed bids from registered firms for the supply of UV Double Beam Spectrophotometer with Computer and Accessories at Tobacco Research Station, Mardan in Khyber Pakhtunkhwa province. The procurement will be conducted under Public Procurement Rules 2004 through a Single Stage Two Envelope procedure via the e-PADS electronic procurement system. Bidding documents containing detailed specifications, terms and conditions, and submission procedures are available for download from the Director (R&D) office or the PPRA and PTB websites. The assignment involves the delivery and installation of UV spectrophotometry equipment including associated computer systems and accessories to support laboratory research activities at the tobacco research facility.
Eligible bidders must be registered for Income Tax, Sales Tax, and Professional Tax with an active tax-paying status. Bidders must demonstrate prior experience in supplying relevant equipment, conform to all responsiveness requirements stated in the tender documents, and must not be blacklisted. Bid security is required in the form of a Demand Draft or CDR made payable to the Chairman, Pakistan Tobacco Board, in an amount not exceeding 2 percent of the estimated cost. After-sales service availability in Pakistan is mandatory for all bidders. All technical bids must include brochures, compliance sheets, and country of origin documentation.
Bidding documents must be carefully prepared according to instructions and submitted through the e-PADS platform by 14:00 on 17 June 2026, with technical bids opened the same day at 14:30 in the presence of bidders who wish to attend. Bids received after the deadline or without proper bid security will be rejected. The financial proposals of technically qualified bidders will be opened separately after technical evaluation is completed.
