Description / Scope of Work
The Directorate General Health Services, Punjab (DGHS) is inviting applications for the engagement of a Legal Counsel on a contractual basis for a tenure of six months. This position offers comprehensive legal support and professional advisory services covering all aspects of day-to-day business affairs, corporate matters, and legal compliance. The Legal Counsel will provide legal opinions, endorsements and recommendations on matters related to DGHS and Tehsil Health Quarters operations under the enabling law of the country, handle departmental appeals and inquiries, and manage all legal matters concerning the Directorate. Responsibilities include review and legal vetting of all contracts, agreements, and procurement documents; providing legal assistance in contract development, management and administration; negotiating dispute resolution at international and national forums; and representing DGHS before courts and government authorities. The position is based in Punjab and requires expertise in procurement laws, health sector operations, and government regulations.
Candidates must possess a minimum of sixteen years of formal education in law from HEC-approved universities and be enrolled as an advocate with the High Court. A minimum of ten years of advocacy experience is essential, including at least three years working specifically in the public health sector covering medicine, biomedical equipment procurement, and services-related matters. Applicants must demonstrate thorough knowledge of Punjab Procurement Rules 2014 and be well-versed in Pakistani laws including labour laws, corporate and commercial laws, taxation laws, and the Punjab Local Government Act 2013. The monthly remuneration is PKR 330,000 inclusive of all taxes, though this is subject to finalization upon successful negotiations.
