Description / Scope of Work
University of Science & Technology Bannu invites sealed bids for the solarization project under the Higher Education Development Program (HEDP). The project covers installation of solar power systems across four locations at the IC&IT Campus in Bannu, KPK: Academic Block (32 KW capacity), Girls Students Hostel (24 KW capacity), Department of English (18 KW capacity), and Main Entrance Gate (6 KW capacity), totaling 80 KW of solar generation capacity. This is a single-stage, two-envelope procurement conducted through the electronic procurement system (EPADs). Bidders must be well-established, reputed firms or contractors registered with sales tax, income tax, and KPPRA authorities with active tax-payer status.
Eligibility requirements include mandatory registration with Government of Pakistan authorities and possession of a national tax number certificate. Sales tax registration is optional. Bidders must submit a copy of 2% earnest money as a Call Deposit Receipt (CDR) along with a bank deposit slip or pay order of Rs. 2,000 in favor of the Treasurer. Bid security of 0–5% of the total contract value must be deposited with the technical proposal. A complete work plan and delivery schedule are required; bids without these will receive no weightage. Bidders may associate with other organizations to strengthen capacity but only before bidding; no associations are permitted after shortlisting. Collusion is strictly prohibited and will result in blacklisting and debarment.
Bidding documents with detailed specifications are available for download against a non-refundable payment of Rs. 2,000 from www.ustb.edu.pk and https://eprocure.gov.pk/ until 29 June 2026 at 10:00 a.m. A pre-bid meeting will be held on 17 June 2026. The technical bid will be opened on 29 June 2026 at 10:30 a.m. by the procurement committee in the presence of bidders or their representatives at the main campus conference room in Bannu. All bids must be quoted in Pakistani Rupees inclusive of applicable taxes and remain valid for 90 days from the opening date. Bid documents must be typed in New Times Roman, font size 12, single spacing, in English, and submitted in sealed envelopes clearly marked as 'technical proposal' and 'financial proposal'. The Registrar reserves the right to reject any or all bids in accordance with Rule 47 of the KPPRA Procurement Rules 2014.
