Description / Scope of Work
Traffic Engineering & Transport Planning Agency (TEPA), LDA invites bids for the procurement of 24/7 security services for its multiple premises located in Lahore, Punjab. The security services are required for the TEPA Office Building at 4-C Lytton Road, TEPA Stores at Sabza Zar, Johar Town, and near Qaddafi Stadium, the TEPA Asphalt Plant, Sun Fort Parking Plaza at Liberty, and D Plaza at Shah Alam Market. The contract duration is initially one year from the date of issuance of the Acceptance Letter or Purchase Order, with the possibility of extension for up to three additional years based on mutual agreement between the parties. This is a 24/7 continuous security service requirement covering office buildings, storage facilities, industrial plant, and parking plazas across multiple locations in Lahore.
Bidders must comply with the Punjab Procurement Rules, 2014 and possess all necessary legal registrations and security licenses as required by Pakistani law. Bidders should be registered on the E-PADS platform and must submit complete tender documents with appropriate bid security as per PPRA regulations. The procurement will follow a single stage two envelopes bidding procedure according to PPRA Rule 38 2(a), ensuring transparent and competitive selection of the security services provider.
Bidding documents are available to registered bidders on the E-PADS portal at www.punjab.eprocure.gov.pk and the PPRA website at http://ppra.punjab.gov.pk. Bids must be submitted electronically on E-PADS before 25 June 2026 at 11:00 AM, with bid opening scheduled for the same day at 11:30 AM. All submissions must include complete PDF files of tender forms duly signed and stamped in accordance with PPRA Regulations 2024.
