Description / Scope of Work

The Directorate of Procurement (Navy) invites sealed tenders for the supply of stores, equipment, and services as detailed in the attached Schedule to Tender (Form DP-2). This invitation to tender is issued under the authority of the Directorate of Procurement (Navy), located at Bahria Gate, Near SNID Center, Naval Residential Complex, E-8, Islamabad. The tender covers defence procurement in compliance with PPRA Rules 2004 and DPP&I-35 (Revised 2019). Bidders must carefully review all tender conditions and specifications before submission, as the contract will be governed by these rules and the Defence Purchase Procedure and Instructions. All quotations must indicate prices in both figures and words in the specified currency, with taxes, duties, freight, transportation, insurance charges, FATs, local training, foreign training, installation, commissioning, and service taxes clearly separated.

Bidders must be registered or willing to register with the Directorate General Defence Purchase (DGDP) to qualify for award of contract. The firm must possess requisite technical and financial capability, and the contract award shall be made after security clearance and provision of required registration documents. A bank challan, income tax filing proof, and sales tax registration proof must be submitted along with the technical offer. Principal authorization letters and muted principal invoices (without price) are required where applicable. All documents must comply with the specified format and conditions as outlined in the tender documents.

Tender documents must be submitted in three sealed envelopes: Sealed Envelop 1 containing technical offer in duplicate with all required compliance documentation (DP-1 and DP-2 forms, technical specifications, annexes, and DP-3 form); Sealed Envelop 2 containing earnest money only; and Sealed Envelop 3 containing the commercial offer with firm's quotation, principal invoice where applicable, and duly filled DP-2 form. Technical offer will be opened first, half an hour after the date and time for receipt of tender mentioned in DP-2. Tenders must be clearly marked with tender number and opening date.
