Description / Scope of Work
The Office of the Deputy Inspector General of Prisons, Sargodha Region invites electronic bids for the supply of dietary articles to five jails across Sargodha Region (Central Jail Mianwali, High Security Prison Mianwali, District Jail Sargodha, District Jail Shahpur, and District Jail Bhakkar) for the financial year 2026-27. The procurement covers essential food items including halal chicken, potatoes, onions, ginger, tomatoes, garlic, ice, food coloring, vermicelli, coconut, seasonal vegetables, samosas, and eggs on a jail gate delivery basis. The total estimated cost of this multi-item procurement is approximately PKR 85.85 million, with quantities and unit rates specified for each jail facility in Sargodha Region, Punjab.
Eligibility is restricted to firms, contractors, and trading entities registered with the Prisons Department, PPRA website, and E-PADS system, and who hold valid registration with Sales Tax and Income Tax authorities. Bidders must possess relevant licenses from the Punjab Food Authority and cannot be blacklisted by any government authority. Bid security equivalent to two percent of the estimated cost for each item must be submitted as a Crossed Demand Draft, Pay Order, or Call Deposit Receipt in favor of the concerned Superintendent Jail. All bids must comply with Pakistan Standards 1965 (amended 2011) for quality control, with testing fees borne by the contractor. The successful bidder must provide a performance guarantee of five percent of the contract amount within seven days of approval.
Electronic bids are received exclusively through the e-Pak Acquisition Disposal System (EPADS) at www.punjab.eprocure.gov.pk following single-stage two-envelope procedures under Punjab Procurement Rules 2014. Bid documents are available for download from the PPRA website and E-PADS immediately upon tender publication. All CDRs and bid securities must be physically submitted to the Office of the Deputy Inspector General of Prisons, Sargodha Region (GOR-II, House No.II Near Queens Chowk Sargodha) before the electronic procurement closure deadline. Bids are received on 19 June 2026 at 11:00 AM and opened the same day at 12:00 PM. Bid validity is 90 days, and rates for perishable commodities are subject to daily market rates obtained from the District Collector's office and QEEMAT Punjab App.
