Punjab Water and Sanitation Authority invites electronic bids from registered contractors, firms, and car rental or tour companies for the hiring of rental vehicles in Lahore, Punjab. The tender is issued by the Directorate of Development and Special Initiatives with an estimated contract value of Rs. 53,928,000. Rental vehicles will be hired for an initial period of one year, extendable for another term with mutual consent on the same rates. All bidders must be registered on the e-PADS platform with valid registrations from FBR and PRA (NTN and PNTN). Bids must be submitted exclusively through the e-Pak Acquisition and Disposal system online portal at https://punjab.eprocure.gov.pk. The bidding process follows a single-stage, single-envelope procedure, and all items in the bill of quantities are mandatory to be quoted; incomplete bids will be rejected. Tenderers must quote rates against each item separately and cannot submit percentage-based bids on the total estimated cost.
Eligibility requirements mandate that bidders provide an affidavit on e-stamp paper of PKR 100 confirming sole proprietorship, partnership deed registered with the register of firms, or certificate of incorporation from SECP along with memorandum and articles of association. All bids must be accompanied by bid security in the form of a CDR, pay order, bank draft, or banker's cheque from Bank of Punjab only, amounting to Rs. 1,617,840 (representing 3% of the estimated cost). The original bid security instrument and blacklist affidavit on stamp paper of PKR 1,200 must be submitted in an envelope clearly marked with the tender title before e-bid submission at the office of the Deputy Director (P&D) P-WASA at AJWA Beside WASA Tanki No 3, Sector A-II Township. All tendered rates and amounts must be filled in both figures and words; in case of discrepancy, the amount in words will be considered. Conditional tenders will not be accepted, and no tender will be received via telegraph or post.
Bid documents are available on the e-PADS portal and comprise instructions to bidders, letter of bid submission, bid security requirements, bid schedule, integrity pact, and standard condition books from the Finance Department with special conditions from P-WASA. The e-bid submission deadline is 19th June 2026 at 11:00 AM, with opening scheduled for 11:30 AM on the same date. Submitted bids remain valid for 120 days after tender opening. The procuring authority reserves the right to reject all bids at any time prior to acceptance under Punjab Procurement Rules 2014 (Rule 35). Performance guarantees at 3% of the accepted value will be required in original form before vehicle provision.
