Description / Scope of Work
The Rural Development Department at Tehsil HQ District Mardan invites sealed tenders for four infrastructure development works under the MRS-2025 1st Bi Annual Non-MRS-Items programme. The procurement is being conducted through EPADS (Electronic Procurement and Auction System) following Single Stage Single Envelope Procedure. The works include rehabilitation and repair of Masjid Faqeer Abad UC Charguli VC Surkh Dheri Muhallah Hattano Cham Sikandari at Mardan (estimated cost 2.50 million rupees), construction of PCC street, pavements, drains, culverts and retaining walls with solar integrated lights at multiple locations including UC Toru, Muhabat Abad, Sheikh Maltoon, Hoti and Guli Bagh (17.50 million rupees), PCC work in UC's Shergarh Jalala and Parkho (24 million rupees), and construction and renovation of a mosque at Kodinaka Mirza Koroona Mardan (3.0 million rupees). Total estimated project value exceeds 46 million rupees across District Mardan in Khyber Pakhtunkhwa province.
Eligible contractors must be registered with the Pakistan Engineering Council (PEC) for relevant work categories (Solarization, Electrification, or Civil Work) as per Centralized Enlistment Policy with the C&W Department. All bidders are required to hold valid PEC and FBR/KPRA registration as Active Tax Payers for the current financial year. Bid security is required at two percent of the engineer's estimate. Contractors quoting below ten percent of the engineer's estimate must submit additional security equal to two percent of the engineer's estimate; those quoting between ten and twenty percent below must provide eight percent additional security along with detailed rate analysis; bids exceeding twenty percent below require detailed analysis and security equivalent to the differential amount submitted with the bid.
Bidding documents can be downloaded from the official EPADS portal at https://portalkp.eprocure.gov.pk/ following NIT publication. The original tender form with bid securities and rate analysis (if applicable) must be delivered to the office of the Assistant Director LG&RDD at Main Charsadda Road Mardan before the closing deadline. Bid submission closes on June 22, 2026 at 11:00 AM with electronic bid opening at 12:00 PM the same day. Online clarifications are accepted until 5:00 PM on June 17, 2026.
