Description / Scope of Work
This document presents the Standard Form of Bidding Documents for the procurement of civil works issued by the Executive Engineer, Buildings Division Gujrat under the Punjab Procurement Regulatory Authority. The template has been formulated in accordance with the Punjab Procurement Regulatory Authority Act 2009 and Punjab Procurement Rules 2014 to facilitate successful bidding of civil works projects where Design and Resident Consultants may be required as per the framework issued by the Planning and Development Department, Government of Punjab. The Standard Bidding Documents follow the Single Stage Single Envelopes (SSSE) bidding procedure methodology and are designed to guide procuring agencies across Punjab in preparing tender documents while adhering to statutory requirements and the principle of value for money.
The bidding documents are structured to ensure transparency and fair competition among qualified bidders. Procuring agencies may use this template for the preparation and finalization of project-specific Standard Bidding Documents, which may include additional details as required by individual procuring agencies, provided such additions remain consistent with the PPRA Act 2009 and PPR 2014. The template incorporates guidelines and principles developed after extensive consultation with the Pakistan Engineering Council and other relevant stakeholders to establish best practices in civil works procurement.

This template was prepared by the Punjab Procurement Regulatory Authority internally during July 2023 and serves as guidance and assistance for all procuring agencies undertaking civil works projects throughout Punjab. In case of any conflict between the provisions in this document and the PPRA Act 2009 or PPR 2014, the law and rules shall prevail.
