Description / Scope of Work
Public Health Engineering Division-II, Peshawar, Government of Khyber Pakhtunkhwa invites competitive bids through the EPADS (Electronic Procurement and Distribution System) platform for a solar-based pumping station installation at village council Sheikhan Payan with rehabilitation work at Bala, Karakhel, Mashokhel, Mushtarzai, Alizai, Utmanzai, Sangu, and Achini Bala water supply schemes. The project, administratively approved vide Additional Deputy Commissioner (Finance and Planning) Peshawar Endst. No. 4294-96 dated 22 May 2026, is procured in accordance with Khyber Pakhtunkhwa Procurement of Goods, Works and Services Rules 2014 on a single stage two-envelope procedure. Eligible bidders must be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) with active status and shall comply with KP-PPRA Notification No. SRO (14)/Vol: I-24/2021-22/6058-71 dated 10 May 2022. Bidders are required to submit work-wise original bid security in the shape of call deposit receipts (CDR) made in favour of the Executive Engineer through registered post or courier. Additionally, a non-refundable bidding document fee of Rs. 2,000 must be submitted physically in CDR form before the bid submission deadline. Failure to submit the bidding document fee will result in the bid being rejected as non-responsive.
Technical and financial bids must be uploaded through the EPADS portal before 22 June 2026 at 1000 hours, with bid security and document fee submitted physically by the same deadline. Technical bids will be opened on or after 22 June 2026 at 1030 hours in the presence of bidders or their representatives. Evaluation shall follow criteria specified in the bid solicitation documents, and the date for financial bid opening will be announced after technical bid evaluation. Unqualified bidders' financial bids shall be returned unopened. For clarifications and queries, bidders may communicate through the EPADS platform.
