Pakistan Post invites sealed bids from financially sound security services companies for provision of security services at its General Post Offices (GPOs), Head and Sub Post Offices across the Central Punjab Circle in Lahore. The tender covers security services for 13 districts including Lahore, Kasur, Okara, Sialkot, Gujranwala, Hafizabad, Narowal, Faisalabad, Jhang, Chiniot, T.T. Singh, Sheikhupura and Nankana for a period of one year, further extendable based on satisfactory performance. Service providers must observe regular and night post office timings as prescribed by Government. The contract is issued under reference number PS/Tender-S.Guards/2026.
Eligibility criteria require that security services companies must be on the Active Taxpayers List of the Federal Board of Revenue (FBR) and registered with Federal and Provincial tax authorities. All security guards must possess at least one year of experience with any security company, be active and healthy within the prescribed age bracket, and have undergone proper security training with knowledge of firefighting equipment. Armed guards must have at least fifteen bullets or cartridges available. Guards must provide copies of CNIC, service cards, police clearance certificates from local police or Special Branch, and relevant security training certificates. The contractor is required to submit a security deposit receipt (SDR) of Rs. 100,000 in favor of the Postmaster General, Central Punjab Circle, Lahore, and a tender fee of Rs. 5,000.
Bids must be submitted in sealed envelopes using a single stage two envelope bidding procedure under Rule 36(b) of the Public Procurement Rules 2004, uploaded on EPADS by the closing date and time specified in the tender notice. Bids will be opened on the same day in the presence of bidder representatives. Interested companies must submit technical and financial bids along with income tax returns for the last three years, income tax and GST registration certificates, proof of past experience with previous clients, permanent technical and managerial staff lists, a declaration regarding timely salary payment to security guards, and a declaration of non-blacklisting and non-litigation status.
