Description / Scope of Work
Pakistan Single Window (PSW), the notified operating entity for the PSW system established under the PSW Act, 2021 and incorporated under section 42 of the Companies Act 2017, invites electronic bids for the procurement of an Application and Database Performance Monitoring (ADPM) Solution. This e-tender is conducted through Pakistan's Public Procurement Regulatory Authority (PPRA) ePADS platform and is open to experienced IT vendors registered with tax authorities. The procurement is managed by the PSW Procurement Department located in Islamabad at the NESPAK Building near State Bank, G-5/2. Bidders must be registered suppliers on the ePADS platform to participate in this tender. Interested vendors can register electronically through the ePADS supplier registration portal.
Eligible bidders must be experienced IT vendors with proper tax registration and must register as suppliers on ePADS before participation. The tendering process follows the Single Stage Two Envelope (1S2E) procedure as outlined in Pakistan's Public Procurement Rules (PPR) 2004. Prospective bidders may request clarifications on bidding documents until 17th June 2026. An online pre-bid meeting is scheduled for 15th June 2026 at 1100 hours to provide further guidance. Bid security requirements and performance guarantees are specified in the detailed bidding documents.
Complete bidding documents containing detailed terms, conditions, evaluation criteria, bid security requirements, and submission procedures are available on the ePADS portal or can be downloaded from the PSW website at https://www.psw.gov.pk/documents/tenders. Electronic bids must be submitted through ePADS on or before 30th June 2026 at 1500 hours, while original bid security in hard copy must reach the PSW office at Ground Floor NESPAK Building, G-5/2, Islamabad by 1530 hours on the same date.
